A Fair for All: Knox County Fairgrounds Embraces Inclusivity with New Communication Board

The Knox County Fairgrounds is stepping into a new era of accessibility, thanks to the dedicated efforts of the Knox County Board of Developmental Disabilities (KCBDD). Made possible by an American Rescue Plan Act (ARPA) grant, a brand-new Communication Board has been installed, complementing the return of the essential Universal Changing Table. These vital additions underscore KCBDD's unwavering commitment to ensuring that every fairgoer, regardless of their communication abilities or personal care needs, can fully participate in and enjoy the beloved annual event.

A recent conversation with KCBDD Superintendent, Steve Oster, provided a comprehensive overview of the vision and impact behind these groundbreaking initiatives; emphasizing that the core motivation for these projects is to create an environment where everyone feels welcomed and accommodated.

The most prominent new addition is the "Voice for All" Communication Board, strategically placed near the grandstands. This innovative board is designed to empower individuals who may have difficulty communicating verbally to express their wants, needs, and feelings using pictures and symbols. “This tool is invaluable for children and adults with developmental disabilities,” said Oster. “It's a proactive step towards reducing communication barriers and fostering a deeper sense of belonging for all fair attendees. The ARPA grant was instrumental in bringing this vision to life, allowing KCBDD to invest in a project that directly impacts the daily lives and community participation of individuals with developmental disabilities.”

To truly understand the impact of such an initiative, we spoke with passionate champion of the autism community, Cortney Krownapple. A Knox County native whose almost 7-year-old son, Danny, has severe level 3 non-verbal autism, Cortney said seeing this communication board at the fair was a profound moment.

"Well, considering I have a nonverbal child, it [Communication Board] means so much!!" Cortney shared with heartfelt emotion. "As soon as Danny saw it he went right up to it and looked back at me with a big smile!! We aren’t used to seeing communication boards anywhere outside of our home, his autism school, and speech therapy sessions. He does have his own communication device, but there was something about seeing this giant board up in a public place in our community. It means awareness, acceptance, kindness, comfort, and understanding…."

Cortney believes this public display can make families feel welcome, included and can also prompt conversation between other families who are in similar situations. “Maybe it can also open everyone’s eyes to a whole new world that they maybe didn’t know existed!”

Cortney and Danny are active in the community, frequenting the library, parks (especially Harmony Playground), Apple Valley beaches, Kokosing Gap Trail, and First Friday events. Cortney expressed her pride: "There are many challenges having a non-verbal child, but seeing our community put this communication board up was definitely a win for us personally.” She concluded with a powerful message: "Love needs no words, but giving everyone a chance to use their voice any and everywhere is the goal—And this giant communication board standing loud and proud gives them that opportunity."

Complementing the Communication Board, the Universal Changing Table will once again be available near the grandstands at the Knox County Fair. This critical amenity provides a safe, clean, and accessible space for individuals who require assistance with personal care. Knox DD Superintendent, Oster highlighted that true inclusion requires a holistic approach, addressing various needs from communication to personal care. “The availability of the changing table ensures that families and caregivers have a dignified and appropriate space, making the fair a more comfortable and less stressful experience for them.”

“This collaboration is a testament to the community's shared commitment to accessibility,” said Oster. From here KCBDD has a clear vision for continued partnership with local organizations and businesses to identify and address further accessibility needs within the community, aiming to make Knox County a model for inclusive practices. “This ongoing commitment extends far beyond the fair, with KCBDD actively seeking opportunities to enhance accessibility in various public settings throughout Knox County.”

The installation of the Communication Board and the continued provision of the Universal Changing Table are more than just new features; they represent a significant step forward in making the Knox County Fair a truly "Fair for All."
